As per the CIC News, there is a term “Exempt” through which you can determine whether you can work in Canada with a work permit or not.
What is Work Permit Exempt?
A Work Permit Exempt status means that a foreign national can work in Canada without needing a work permit. However, they must still meet other immigration requirements, such as having a valid visa or Electronic Travel Authorization (eTA) if applicable.
Who Can Be Work Permit Exempt in Canada?
Certain individuals do not need a work permit based on:

Special agreements or regulations (e.g., foreign government officers, news reporters).
Examples of Work Permit-Exempt Individuals:
Business visitors (not engaging in the Canadian labor market).
Foreign government officials and diplomats accredited by Global Affairs Canada.
Military personnel under the Visiting Forces Act (VFA).
News reporters and media crews working for non-Canadian employers.
Public speakers presenting for less than five days.
International students (limited work rights with a study permit).
Convention organizers (but not service providers like decorators or technicians).
Important Notes:
Being work permit-exempt does not mean automatic entry into Canada.
Individuals must still meet visa or ETA requirements and prove eligibility at the border.
If someone enters Canada as a visitor while waiting for a permit renewal, they cannot work until the new permit is approved.
1. Maintained Status (Formerly Implied Status)

Officers from foreign governments working in Canada as part of an official exchange program with federal or provincial bodies.
Executives need a contract from the Public Service Commission (PSC) of Canada.
5. Military Personnel
Members of the armed forces from countries covered under the Visiting Forces Act (VFA).
Must be on official duty and have received orders to enter Canada.

If you are organizing any of these events in Canada, you may be exempt:
